Dale Bacik
As President and CEO, Dale provides leadership and knowledge that ensures engineering technical excellence and successful project completion. He provides key support in areas of expertise that include energy efficiency, healthcare, mission-critical facilities, Department of Defense, and military construction. Dale manages the firm’s federal program on active contracts with federal agencies such as USACE, NAVFAC, VA, DHA, USPS, NPS, and GSA. His project experience includes hospitals and healthcare facilities, sports complexes, public use facilities, government buildings, industrial facilities, and offices. For the firm’s prime AE contracts, his responsibilities include direct communication with the Contracting Officer and COR and coordinating and guiding multi-discipline design teams.

Charles Flask
Charles has deep engineering experience with design, studies, assessments, reports, and commissioning procedures. He is a registered professional engineer in both disciplines of mechanical and fire protection engineering. He is a leader in design innovation and state-of-the-art systems for medical buildings, laboratories, research facilities, industrial buildings, and projects for the Department of Defense. Charles is knowledgeable with LEED certification requirements and procedures, and as a Commissioning Authority, he is highly organized with the Commissioning process. He has managed projects for both public and private sector clients. Charles provides leadership in areas of energy conservation, life safety engineering, and commissioning of building systems.
Principal, Director of Operations
Philip Moody
The primary role of Phil is the management and day-to-day direction of the MES Group staff. He also provides quality control effort with hands-on involvement. Phil heads up project staffing assignments to ensure the right people are on the right project. He also engages staff with educational training, lessons learned training, and technical support for project teams. As a team leader, Phil is responsible to develop future leaders and the advancement of staff technical knowledge for the longevity of the firm. He provides a systematic process of staff mentoring and career planning and development. Phil is accountable for the leadership and direction of the firm's operations, administration, human resource management, and business development.
PE, Principal
Nick Stephenson
Nick has designed systems and controls for most of the firm’s largest and most complex projects. These include campus-wide systems for healthcare facilities and industrial plants with areas over 500,000 SF. As Principal, he provides technical project leadership from the initial concepts to project oversight and quality reviews. He is responsible for the ongoing review, development, and updating of the design standards. Nick is knowledgeable about the hot, humid climatic environment in the southern area. He has developed energy-efficient systems and methods to specifically control humidity and moisture conditions for the comfort of occupants and the protection of building systems in the southeastern states.

David Keith
David is a Principal and has a background in electrical systems. He engages with the staff on all projects ensuring project coordination and quality standards are met. David’s technical experience includes the design of medium and low-voltage outdoor and indoor substations, outdoor and indoor power distribution systems, emergency power generator systems, grounding systems, lighting systems, life safety systems, lightning protection systems, and technology infrastructure systems. He has strong leadership and management with the firm’s federal program, specializing in projects with various federal government agencies including the Department of Defense, military bases, and VA hospitals.
PE, Director of Electrical Engineering
Jose Rosario
Mr. Rosario has 15 years of experience performing electrical engineering and systems integration. He graduated from the University of Puerto Rico with a Cum Laude Electrical Engineering degree. Since then, he has acquired vast experience in working with the DOD, government, municipal, health care, commercial and residential developments. In addition to engineering experience, he has successfully managed installations on site and personnel overcoming complicated site environments, overseas logistical challenges, and national permitting requirements while understanding architectural and stakeholders’ requirements and timeframes.
Director of Mechanical Engineering
Carl Baum
With over 40 years of experience in the MEP consulting field, Carl has worked on most project system types and on a number of different platforms. Carl attended Washington State University on an athletic scholarship originally majoring in architecture before switching to broadcast journalism and business. While working at large and small firms across the U.S. he has designed educational, federal, municipal, institutional, medical, commercial, residential, industrial, manufacturing, and retail projects throughout the country and internationally. Carl was also an owner at an MEP firm in the Tampa area for 10 years.

Victoria Haney
Victoria Haney, as Director of Business Development, manages all marketing and business development operations for MES Group including federal pursuits for the Department of Veterans Affairs, USACE, NAVFAC, USAF, and more. She graduated Magna Cum Laude with a Bachelor of Arts in Business Management and Marketing from Ohio Christian University. Victoria has nearly 10 years of experience in marketing, business development, and client relations.

With over 20 years in the design industry, André possesses a keen focus on creating and leveraging new technologies. His passion for technology, combined with an extensive background, provides a profound understanding of the automation needs within the industry. André thrives on collaborating with the team and clients to establish best practices and innovative methods, ensuring consistent and high-quality designs are executed efficiently. His journey began as a drafter for a mechanical contractor, transitioning to engineering in 2005. At MES Group, André brings a steadfast dedication to quality and consistency, working alongside its forward-thinking leadership.
